Does anyone else have this issue with an email notification?

Taking up most of the screen when an email comes through?

All previews turned off.

Any ideas

Is this with iOS 10.2?

As I recall that is linked to how many lines of mail you want to see which you can set up in Settings > Mail. I believe if you set it to wither a lot of lines or potentially none (this is/was a bug) it would end up showing a lot of lines in the notification.

All the settings are 'no preview'...

Hmmm. Very strange
So what iOS version?

Are you saying that under Settings > Notifications > Mail you have no preview selected for all items there?

Have you checked how many preview lines are set in Settings > Mail (and tried to set it to 1 to see if that changed the preview in notifications)?
