The automated upgrade keeps failing so I decided to do a fresh install. I goto the App Store and there is no "download" button just the "Get" button. If I use the get button it goes into the auto upgrade setup and fails. How do I just get just the file to download to do a fresh install? What am I doing wrong?

My Mac is a MacBook Pro (13-inch, 2020. But my question is how to get the get Big Sur to download so I can do a fresh install. I can't get it to download without it trying to auto install.

If it's launching the installer immediately, the installer is already downloaded to your computer. Did you look in the Applications folder?
