Hi. I can install Big Sur over a old Mac mini 2014 1,4 GHz with only 4Gb of ram ? Performances ???

I think that would be laggy. If you are looking for a beta, don't try it. Instead, wait for the release date and see for yourself.
 
I'd wait for the released version too. If your Mac mini has an SSD I'm sure it'll be fine. If it has a hard drive--get an SSD.
 
4GB with any newer OS is going to be laggy, it was probably laggy from the get go. SSD will help some so at least when it swaps it is swapping with faster storage.
