It's an older Stuffit file. You need Stuffit expander. Also, its for PowerPC Macs, but should run OK under Rosetta on your Intel Mac.

Rosetta is software that allows your Intel Mac to run PowerPC applications (such as Warcraft). You do not see or interact with Rosetta, it simply translates PowerPC code into Intel code and back again in real time. There is usually some sort of performance hit doing this, however Warcraft is so old, it should be relatively fine. Yes, you can open your .bin file using Stuffit Expander.
 
Usually your Web browser will decompress the .bin file for you (which are you using?) but yeah, StuffIt Expander should do it.
