These two cost almost the same after paying for 3 years of Apple, so I am wondering which one would be a better overall laptop. I read that the 14 inch has worse thermals when using the M4 Max and is more likely to throttle, so I am wondering if it is going to still be more powerful than the binned version of the M4 Max on the 16 inch. I am not really familiar with how to look up benchmarks comparing the two, so that's why I ask. Thanks!

You need to decide if you want a larger screen and a heavier laptop or not. This is the main decision. Binned vs un-binned CPU - you won't notice the difference in 99% of tasks.
I'd personally go for the 16", especially with the Max, because of better thermals and larger screen.
