My black MacBook has peeling where I rest my right hand (on a ledge of the bottom partition of the case), would Apple be willing to replace the case for free (if they couldn't could I pay to get it replaced?)
 
This is a pretty common problem. Happened on both MacBooks I've owned fairly quickly.

They will fix it for free (assuming you're under warranty) - takes about 15 minutes at the Genius Bar.

they probably won't do it for free, as it's cosmetic, and caused by the user.

best price you're gonna get for a new (not including ebay) "upper case part with keyboard" is from ifixit, and that's $250 and you'd have to replace it yourself.

my suggestion would be to get some adhesive wrist rest covering, or deal with it.
