Black RaIn will not install?

I have restored from custom 3.1.2 3gs firmware and it has Cydia there but it has not reinstalled BlackraIn and I need to unlock the phone, how can I do this? Help appreciated.

Add this repo to cydia blackra1n.com/
then install blacksnow from there.

Thanks for that it worked I was at it ages yesterday and nearly lost all hope other forums didn't seem to know or help and thought I might have to use my iPhone as a door stop! What caused this problem in the first place was my iPhone kept losing the wifi network then after resetting the network for the sixth time my iPhone decided to bomb out completely. Got it working now but still have the problem it is not detecting the wifi network so trying to solve that.
