I have an Iphone 3gs and jailbroke it with Blackra1n. After downloading winterboard and cydia, I switched it back to the original theme and found out that if i wanted to change my wallpaper it won't change and I didn't even know where the pic/wallpaper had came from. I tried re-jailbreaking it but still found out that it wont change. PLEASE REPLY SOON..........................

do you have 'user lock background' ticked in winterboard? if so go to settings on your iphone and then wallpapers. select which wallpaper you want from here and it should work. if not try un-ticking all winterboad themes and download boss paper via cydia. find the picture you want to have as your background in boss paper and it should be ok then.

Just for clarity, are you talking about the lock background wallpaper or the wallpaper behind your icons?

Sounds to me like the wallpaper (whichever it is) is part of a theme you have applied.
 
Try this

In Winterboard, it gives you the option to move the rows of items (up & down).

Move your theme bar near the bottom of all the items in Winterboard and move "User wallpaper" and User Lock . .. . ." further to the top( make sure these options aren't ticked).

Go into Pictures on your Iphone and choose the pic you want as your background, then go back to Winterboard and tick the "User Wallpaper" option, the phone should re-spring taking you back to the lock screen, slide to unlock and hopefully your background should be set.

Well it worked for me.
