in the iPhone is there a way to bar/block certain incomming numbers (so the phone dosn't even ring? (I have someone who keeps calling me and I am sick of it.)

I think you can do it if you jailbreak. Otherwise the only way to block a number would be to call your carrier and see if they can block it. AT&T in the US has an add on called smart limits that allows you to block numbers, don't know if they having anything like that where you're at.

There may be another way but I don't know it.

at&t has a service for 4.99 month that allows you to block numbers and texts used for parental controls but...go to aT&t Smart Limits
 
Jailbreak and use iBlacklist. Works for 2 numbers for free. For more numbers, then it's $12 US.
