Block phone numbers only by country code?

Is there anyway to achieve to block certain phone numbers by only their country codes and NOT the whole entire number? Please post some examples on how to achieve this if possible.

Seems to me if you blocked the country code you would be blocking every exchange in that country code.

Some sort of options related to that sort of thing might be possible on the carrier side of things, so potentially checking with them might be the way to go.
