Block Sender doesn't work

I wonder why Mac Mail on my Macs doesn't work to block senders.
I even created a rule to force messages to be deleted but it also doesn't work either
What else should I do to prevent this issue to happen?

Did your write your filters on iCloud or your Mac? I’ve noticed my filters started not working about a year ago. After getting nowhere on the Mac I tried iCloud. I then blew away all the filters on the Mac and rebuilt most of them in iCloud. Working like a charm, block sender works fine.
