The only way to avoid apps with ads is to not use such apps. Some apps might offer you a paid subscription in order to get rid of ads. In general it's a decision that the app developer makes - to include ads or not.
Some ad blockers can do this kind of thing, as discussed at https://forums.macrumors.com/threads/the-ios-9-content-blocker-thread.1916783/page-114#post-23665045 and some subsequent posts in that thread.I have a cricket app that gives news and score updates on my iPhone.
My problem is it has adverts that keeps popping up as indicated in the attachment.
