Is anyone else having a problem when assistive touch is on to use a mouse and a Bluetooth keyboard is connected whenever I click somewhere to type the virtual keyboard pops up, but only with assistive touch?

No, I'm not. In any particular app or everywhere?
 
I just checked that is toggled off.
Doesn’t matter. If you bring up the keyboard while a physical keyboard is attached, it will keep coming up whenever you select a place you can enter text until you specifically close it by selecting the keyboard icon in the lower-right to hide it. Then it should stop showing (with the exception of the bar) until you click and hold the down arrow in the lower right, which enables it again.

Mouse: logitech MX master 3
Keyboard: K780 logitech

Current iOS 13. Never used beta.

When i get to a text field i just start typing. The on screen keyboard does not come up for me. .i can press the icon on the screen and it will come up then but it does not automatically show up.

Scratch my earlier response - I missed the part about Accessibility being on. With Accessibility on, I see this with my Logitech Slim Folio Pro. 12.9 Pro, 13.3.

Edit - Turning off mouse keys fixed this for me (along with other issues).
