We have three conference rooms in our office. In all three, there's a Mini wall-mounted behind the TV it feeds into.

Everything looks great, but you have to be very close to the TV for the Bluetooth mouse & keyboard (both Apple) to work.

We tried an IOGEAR GBU521 USB Bluetooth adapter connected via a short USB extension cable, but couldn't get the Mini to recognize it.

Is there a solution other than moving the Mini out from behind the TV?

Yes
I tried the "StarTech.com Mini USB Bluetooth 4.0 Adapter - 50m / 165ft Class 1 EDR Wireless Dongle - Mini Bluetooth Dongle Bluetooth Smart Ready LE+EDR"

That solved the problem for me.
I'm not saying it will solve the problem for you.
Minis are funny about Bluetooth, and always have been.
