Yikes. I have a dark screen so I don’t see it. Does it stay that way after you power off and on?

I tried to replicate with three different wallpapers. No blur here. I’d try a different photo and see if it’s still there. If not, it’s the pic. If so, you’ve got a bug.
 
I didn't notice it until I changed the wallpaper. So I'm thinking that's it. But why would the picture cause the blur?
 
Had this issue throughout the beta period and saw it just yesterday on my iPad. Restarting got rid of it. Definitely still a few bugs in iOS 11
 
It is only suppose to blur when scrolling lots of notifications.
