At the moment I am waiting on a new HDD to replace the one that just died in my MacBook. I was running Boot Camp on this drive and would like to install it onto the new drive. I had already saved a copy of the latest version of Boot Camp 1.4 to my backup drive. Will I be able to install this onto my new HDD after Oct 26th (ie. when the license for the beta version officially ends)? My new HDD will probably be deliverd on Friday!

If I read correctly, Boot Camp 1.4 beta will continue to work on Tiger systems until January, 2008. After that, you won't be able to create/remove boot camp partitions, but can continue to boot into Windows. Its good that you still have it saved locally, because you cannot get it on Apple's site anymore.
