I tried installing Windows 8.1 onto a partition on my Mac. I used Boot Camp. When I got to the step to install windows and select a partition I select the partition and then format it. However the Next button to go forward is never activated. I have never had this issue before. It is almost like the partition is not formatting. Is there a workaround for this? Can I format the partition properly using OS X and then do the Windows install?

OS X doesn't natively support ntfs formatting. However you can try to use boot camp assistant to remove that formatted partition, and start over without creating installation disk.

You may need to remove all peripherals except your installation disk when installing windows.

I did all of that. I noticed that there is a EFI disk I can boot to and the setup seems to be working. What is EFI?
In this installation scenario, efi means Windows can install necessary software to support installation, while in mba mode, which is the one naming "Windows" when you choose boot device, some drivers will not be loaded, and install may never move forward.

Unfortunately all above is simply my speculation. What I can say yes is I have tried all two options when installing Windows.
