Just got a new Mini and I want to install stuff from my old Mini. Usually I create a clone of the old Mini and boot the new Mini from that. Then copy into the new Mini and boot from that.

Catalina won't allow me to boot from the USB drive (security settings - which I can't change as I seem unable to access the program at boot up)

What should I be doing ?

You need to go through the setup and create an admin user on the new Mac, and then allow external booting. Instead of doing that, I'd recommend using Migration Assistant in the initial setup process rather than cloning the old computer to the new one.

I've done that but without the step of external booting. Where do I find that as I can't access the Security Settings program that I'm supposed to find at start up.

You have to boot up to your recovery partition. That's the only place to find the security settings, where you can allow booting to external devices.
Restart, holding Command-R. When you get to the menu screen, click on the Utilities menu, then Security settings.

Are you using a non-Apple keyboard, with a Windows layout? Try booting with Alt-R, instead of Windows-R.
