I know "Windows does not install on an external drive". I am not even to that point yet. I can not see an external drive using boot camp.

Should I be able to? Any suggestions why I cant?

The external drive IS formatted and partitioned with FAT32 (since I was not sure if the other options would work with Windows).

all bootcamp does is create a FAT32 partition to install a second OS onto. If you've already created the partition then you don't need bootcamp at all.
