[SOLVED] Reinstalled Windows 7

I've updated my GPU card to a GTX 780. On osx (10.11.3) the card runs fine, but when I hold option button to boot to Windows 7 my screen stays black and it looks like booting selections is not working.
I know the bios is not showing because this card is not flashed. but it should give me signal after bios is loaded right? When I install my old quadro 4000 next to the GTX 780, Windows will load and I see the GTX 780 in the device manager without any errors.

I've connected the 6 pin and 8 pin (via 6 to 8 pin adapter) connectors and installed latest drivers. Could it be the card needs more power in Windows than in OSX?

Also when I open Nvidia program it says there are no displays attached to Nvidia card.

Any ideas?
