BossPrefs where is it?

That's bizarre that you can't find it. It comes right up for me when I search for it. It's in the BigBoss repo, which comes stock with Cydia. And even easier, it's in the "Featured Packages" page, which is one of the first links on the Cydia home page.
myself i would go with sb settings it does more and you can access it from anywhere. so you can turn wifi change brightness and such while in a app.
I'm surprised you are able to figure out how to post here, yet seem unable to use basic functionality, like perform searches in Cydia. Beginning to smell a troll...
But, what the heck. It is exactly one screen length below BossPrefs in the "Featured Packages" page in Cydia. It is also in the same BigBoss repo, so you can either scroll down to "S," or search for SBSettings and find it that way.

SBsettings isn't a Bossprefs replacement, it's an alternative. I, personally, don't want something running in MobileSubstrate all the time when I don't have to.
It sucks that BossPrefs won't install for you, but I'm sure you can find it online and install it via SSH. That is, if you know how to search in Google.

I use it all the time I use the dimmer 3 times a day wifi turned on and off twice a day and other things. well worth it never noticed any slowing. winterboard slows the phone down.
