I have a budget about $400-$500. I am looking for a brand name device with a good camera, nice clean software, something I can get brand new.

Preferably has an AMOLED QHD display, minimal bezels, dual cameras, water resistance, SD card, fast software updates, does not have crappy ROMs like EMUI, strong build quality, facial or Iris scanning, quick charging, and a reliable customer support experience.

I was looking as low end as the Nokia 6.1 or Pixel XL first gen refurb. I wouldn't mind Samsung, but only if the S8+ is brand new w/ warranty for $400-$450 unlocked and provides Wi-Fi Calling on T-Mobile. I do not want the Huaweis/OnePluses/Xiaomis/Oppos of the world either.

What are my choices on the Android side?

Are you on Verizon? S9 for $520. No hoops or gimmicks it sounds like
