Do you think this is a warning sign to see already 97.6% (according to coconut battery) with 8 battery cycle counts?

You cannot conclude anything from that number. Look for other threads here regarding battery health. This has been discussed to death.

Your battery is designed to retain up to 80% of its original capacity at 1000 complete charge cycles. The one-year warranty includes replacement coverage for a defective battery. You aren’t even close that yet.

 
It goes up and down. I have seen 98% after a few cycles only to see 100% after a few more. Keep checking it for a few more days.

The probe that penetrates the battery housing to measure the chemical reaction must be malfunctioning.
I'm not even sure we can conclude this based on a data point.

OP, I would recheck your machine every 2 weeks and make sure the battery percentage stays level. If it falls below 90% within the quarter (ie before February), maybe then flag it to Apple. Right now this seems within normal operating range.
 
This is really weird :)

Same app that was showing %97 on the 2019 Macbook Air that I returned (with only 8 cycle count),
it is showing me 102% on the new 2019 Macbook Air I received now - only 3 CCs

I had many of those > 100% readings interspersed with < 100% readings. So it varies. Keep checking it at different levels of battery charge.
