I had my wallpaper set to use my iphoto folders and change randomly every five seconds but now it no longer works. It won’t change the current image and even defaults to a stock landscape option on its own.
is this a bug? Can it be fixed?

Some version of this bug has been around since I think Catalina, and Apple has yet to address it. There are a number of workarounds that seem to fix it temporarily. The one I've found works most reliably is this:

1. Open settings and select Wallpaper, making sure you have the right display chosen if you have multiple displays or Spaces.
2. Scroll to the Photos Album you want to use for Wallpapers.
3. Click on the link to "Show All" at the far right from the album name.
4. Click on the rightmost image in the four columns of photos displayed.
5. Repeatedly press the Down Arrow key on your keyboard to select the rightmost image going down the column until you reach the end. It seems this somehow "re-primes" Wallpaper that all these images exist.
6. Scroll back to the top of the Photos Album, then click on the "Shuffle" icon at the top of the first column.
7. Set your Shuffle time at the top of the settings.
8. Click on the "Randomly" toggle box.

Some have suggested you have to click every image of the photos album, but I think this every fourth image works as well. It's still a pain if you are using an album that has thousands of images in it. Why no one at Apple has managed to fix this in more than four years, I have no idea.

I have multiple Feedbacks submitted to Apple for this going back to May 2023, all still open and marked as more than 10. They’re aware of it, and I don’t think there’s anything we can do to ultimately “fix” this.

well i have similar issue, on two macs now that i've completed the upgrade to sonoma 14.5 (yesterday for my m2 pro mac mini)

So if you have a finder folder with photo's and you set them to rotate randomly say every minute or 5 minutes, or so on, it always takes like 50 seconds or so after the next minute or next 5 minute on the clock has gone, for it to fade to the new photo, while in ventura it was spot on with the system time snap on each 1 or 5 minute or 15 minute or whatever interval

I would suggest filing a Feedback with Apple about it, and include the sysdiagnose files and stuff. If you could reference FB13282770, that would also be super awesome. FWIW, not on ANY version of Sonoma has this worked for me-
Set Desktop Wallpaper to cycle thru a folder in the Photos app, whether it's set to Random or not. It only shows the Sonoma default Wallpaper.
I AM, though, able to set a Finder Folder to cycle thru for Desktop Wallpaper, both Randomly and not. Although I do see this weird issue where the Wallpaper will very quickly switch to another Wallpaper, but then fade into yet ANOTHER Wallpaper. Happens each & every time.

I'll also note that at one point about month+ ago or so, I had a completely unrelated issue and had to have my M1 MBP sent in for repairs, so it had to be wiped. Ended up setting up again by Migrating from a Time Machine backup, and the issues continue. I have this same issue with my 2018 Intel Mac mini, so I'm not sure what's going on. Doesn't matter if I choose a folder in the Photos app with 10 photos or 10,000+, it's the same result.
