What exactly is contained in a browser cache and can the information in the cache be found anywhere else other than the device itself.

For instance if the browser cache has been subpoenaed in a civil case for the cell phone provider, do they have that information or is it only on the device itself?
 
Browser cache is a history of the interactions with the website. Unless you’ve used a vpn your ISP also has that history. You can see what websites have been visited on iOS by looking in settings -> safari.

I don’t know how the browser cache would be extracted from iOS. Maybe someone else could comment.
