I thought this was unfortunate that I can't send messages to someone with Bubble Effects if I have Reduce Motion turned on. I suppose it makes sense, and I won't use it that often, but it doesn't seem like it should affect being able to send someone else messages.

I'm not sure what's so hard to understand. They have reduce motion for people who get sick or have issues with some of the animations. The message effects have plenty of motion, so they are disabled. Accessibility is for those with health issues/disabilities/special needs from their iDevices.
Why disable it for people SENDING the message? The person sending the effect can have it hidden from them, but why limit them from being able to send effects?
Perhaps because they wouldn't really see what they are sending in that scenario?
When sending, the motion effects are still shown. I suppose they could turn that off too, but it seems unlikely anyone actually using the feature for accessibility would use this anyway.

I wont affect your simple imessages you can send it easily, if you effects not working on iMessage.
Also try possible solutions:
Reboot your device or you can also reset all settings once and check.
The issue there isn't really that but that reduce motion disabled the animated aspects of various new features in the iOS 10 Messages app. But seems like that will be adjusted with a new option in iOS 10.1.
