Budget phones with better camera than iPhone 4S

I'm interested in knowing what smart phones (either Android or Windows Phone) have lower price (either new off-contract, or good condition unlocked used) than an unlocked used iPhone 4S, but have a better camera.

A quick peruse of ebay.com shows that the current price for a used, 16GB SIM-unlocked iPhone 4S in good condition is about $270-$300.
In the UK, where I live, it is about £220.

You can pick up the lumia 920 quite cheaply now, and arguably that has a better camera than the 4s

Nokia Lumia 925 can be had for less than $300 used.

In the UK, they seem to be relatively more expensive (maybe because Nokias are more popular outside US). Here good used 925 in general seems to be about £40-£50 more than used 4S.

But they don't hold value as well as iPhones, so probably won't be long before they are level.
