With the latest Catalina Public Beta, build number 9A573a, the swipe backwards gesture on the Magic Mouse 1 doesn't work anymore in Safari 13.0.1. It just doesn't let you move between the previous page and the current one. It just doesn't work.

If you're using a Magic Mouse and can't go backwards with the one finger swipe, please report it to Apple, just like I did. If we all report this little issues, We'll have a smoother and bug free operating system. Thank you.

Working fine on mine.
Try ditching the mouse settings and rebooting.
Oh my god, you're right, apparently now this mouse gesture comes deactivated on the mouse settings by default. Or it just deactivated itself somehow after the update, I don't know.

False alarm. Should I write back to Apple to tell them it is not a bug?
