See attached picture, I have tested this with numerous desktop pictures, the desktop choice does not go to the edge on my 16" MacBook Pro M1 Max. I also have an Intel 16" MacBook Pro 2019, same thing. This happens when I do a "Show Desktop" via the Hot Corners. If I hold Opt-Cmd and click on the desktop to minimize everything, it is fine. Command-F3 also fails. The trackpad gesture (Thumb-3 finger spread) also fails.

I think it’s intended behavior. I’m not near my iMac just now (iPad here) to test, but I remember it’s like you show: at the borders, suggested removed windows vaguely appear (not minimized), and desktop shrinks to denote its special state (as it’s used for short and quick actions, mostly). I think, or believe to remember, that shrinking is animated. If so, it’s intended. (I like the visual clue).
