I would like for someone to please confirm my diagnosis.

I have a 24" iMac from around 2008-2010.

It tries to boot into OS X, Apple logo shows up, thing spins for a bit and then it locks up.

Will NOT boot from another working Snow Leopard install on a different HD (spins and locks up).
Will NOT boot in safe mode (spins and locks up).
Will NOT boot from Recovery (spins and locks up).
Will NOT boot from OS install disc (spins and locks up).
Will NOT boot from Techtool disc (spins and locks up).
WILL boot in single user mode with full file access.
WILL boot in target disk mode with full file access.

Video Card/ Logic Board right?

Hi

It looks you tried few ways to analyse the problem.
Can you boot to verbose mode (cmd+v) and make a picture when it stops ?
I can upload you proper EFI version of Apple service diagnostics for your machine if you specify what model you have.
You can boot from that and make full diagnostics test.

Let me know of any progress ;)

Can you boot to verbose mode (cmd+v) and make a picture when it stops ?
I can upload you proper EFI version of Apple service diagnostics for your machine if you specify what model you have.
You can boot from that and make full diagnostics test.

I ran the ASD and after 32mins everything passed. No lockups and no errors. Now I'm super stumped.

It looks like something is stucked on system bus.
I am going to analyze it more at home.

For now, download this diagnostic tool for your machine.
Burn it on usb thumb drive with disk utility and try to boot from it.

It shows ASD EFI3S123 in boot menu.

did you run full HDD check test too? it is disabled by default
 
The first thing I did was a NVRAM and SMC reset. The hard drive is sitting in an enclosure on my desk and passed a seatools long test. Even with the drive out it still will not boot from a ML install disk. The spinny thing locks up. It won't boot from another OS X SL install either.

There is no HDD inside on SATA bus ?
 
Not at the moment. I just ripped it out.

I will also add that I tried booting it with a working SL installation on a different hard drive internally, just in case my USB ports were fudged. Still locks up.

I didn't think the SATA BUS was the issue because I could boot another mac from this one in target disk mode and I could access all of my files in single user mode.

I believe that the verbose results may have been with the HD inside, but I am not certain. I will build up the energy to pull it apart again (it's currently completely assembled and looking pretty on my desk) and I will post results later.

I had a customer with the same issue he took it to apple as he had reported the issue while still under warranty but it went away, then after some time it failed again if I recall they replace the logic board.
