iPad Pro Bugs with split view and moving app icons in a folder?

1. I pull up from the dock and i have Notes in a folder on the second page. I try to drag it from the second page of the folder to the first and it disappears and doesn’t do anything. How do you move the icons? It lets me drag it to the first page of the apps though it disappears where I let go of it.

2. I have Safari open and I want to drag Notes from the Dock to the right side of the screen to open a split view with both apps, though the same issue happens and the icon disappears when dragging it to the right.

Is there a new way to do this or am I experiencing bugs?

Are you running iPadOS 13.1.1 or iPadOS 13.1?

13.1 and there doesn’t seem to be anything available for updates when i go to settings...

I get the same issue. Anything in a folder won’t split screen or Slide over.
