Burst mode still works "correctly" in iPadOS. Thats interesting. This is one of those situations where the "apple knows best" really grates. If they would default to their favorite and create an option for uses to select what they want when they hold down the photo button or the hardware button (or crazy world - allow the hardware and the screen button to do something different). The burst mode in iOS 13 is very awkward to use. I would rather there was a different photo mode like Square/Burst/Pano etc then a very bizarre non-intuitive gesture.
 
I think what's more strange is that older phones on iOS13 still use the old burst mode option. Only the new phones have the new camera UI.

I just upgraded my phone. You are 100% correct. That’s awesome for me but very confusing and inconsistent UI.
