In Catalina, there was a "+" button in the upper left of the Finder window to add a new tab. In Big Sur, that only appears when there are at least two tabs already open. Is there a way to get the "+" back in Finder when only one tab is open?

Isn't it just that your tab bar is hidden? Try hitting cmd+shift+t when Finder is active. Alternatively go to the view menu and click show tab bar

no need for shift. It's cmd + T.
The same keyboard shortcut used in internet browsers.
