I've been looking to upgrade an old 6s to a modern, budget iPhone. Had been interested in the SE but the small screen means I'd virtually settled on the XR and had planned to buy at the weekend when I heard about the launch event this week.

My worry is that they may discontinue the XR and not replace that price point in their lineup.

When a new range is announced and an older one removed, will it immediately disappear or would you normally be able to rush to get one say the next day? Is there a window the departing models are still available on the website typically?
I managed this once before when they upgraded the MacMini lineup but that was quite a few years ago.

That would be my hope but we know Apple can quite easily raise - or drop - the minimum prices. Sometimes that want to attract more users so they push 'budget' models, other times they want to focus on brand and only have the higher-end stuff.
Wouldn't be a shock if they refreshed the lineup and the cheapest non-SE phone was more pricey than the XR, though my hope is the 11 simply drops into the XR price-slot.

I could just buy an XR and not open it, and return it if things are positive this week. But that's a PITA :)

Just wait as the 11 will likely to drop in price and match current XR's price.
And if you are still interested in the XR, wait as once the new iPhones are launched, there will be carriers and resellers who sell the XR for even less than the current price.
 
Definitely wait. Old stock often sticks around at carrier shops and other places.
 
Wait of course, why pay full price on something that gets replaced tomorrow. If you do not want the latest and greatest, you will get a deal with the iPhone 11 very soon
