Buying an AT&T iPad micro sim in New York

I will soon visit New York with my European iPad. I would like to know if I can easily buy a micro sim card from an AT&T store in New York City.
I know that activation is done through the ipad and requires a US credit card (I will get a Visa Gift card). I would just like to a least be able to buy the sim card without any trouble. Are there any restrictions to just buying the sim before attempting to activate it?
If any one (non US resident) has personally bought a sim in NYC please could you describe how best to go about it. Thanks.
