I have a 2010 MBP with Mac OS 10.13.6 (High Sierra) updated as far as it will as I cannot install 10.14 on this old of a Macbook Pro. I have it backed up to Time Machine. I am going to be buying a refurbished 2018 or 2019 MBP which I'm assuming will come with the latest OS (Mojave or Catalina).

Will I be able to restore everything on the new computer using my Time Machine backup? Or will I need to wipe the new computer and install an older OS before I can restore from my Time Machine backup...and then update it to the newest OS from there?
 
I believe Setup Assistant, assuming you get a fully reset Mac, should prompt you if you want to transfer from a backup. If you've already set up the new Mac then Migration Assistant in Utilities will do that job.
