When you plug the TS3+ in at the login screen it will cause it restart and begin a boot cycle then throws a kernel panic.

I have similar experience before, and this is due to a corrupted network configuration, and when the external NIC in the dock is plugged in, the kernel panic is triggered. I end up solving this problem by going to the network settings, and create a new network location the delete the default one. You can follow Apple's guide on how to change your network location: https://support.apple.com/guide/mac-help/use-network-locations-on-mac-mchlp1175/mac

This may not be the exact problem you are facing, but you can have a try.

The only thing I have changed in the network settings is putting it to full duplex so it doesn't throttle the internet at times for power savings.

It does not corrupt by human, it is corrupted by some bugs, therefore your settings does not matter.

16" M1 Max here with TS3. I leave the TS3 plugged in and drive my external 4k monitor via HDMI. Works great, except I had an issue where it didn't recognize the the things attached to the TS3 after an overnight sleep. Unplug/replug fixed that.

This Mac is the most impressive Apple computer I've ever had, and I go back the the Apple II days!
I've been running for two days and haven't been able to get the fans to turn on. Under heavy load it gets a touch warmer than room temp. I suspect the 14" will have zero thermal issues...

I was having a similar issue with my TS3 and my 14 inch M1 Max not waking the monitor after sleep (sometimes). I seem to have solved it by replacing the connection between the monitor and the TS3 from thunderbolt to a standard DP cable. Fingers crossed that annoying issue is gone.
