I have a new iPad and iPhone. Both have the latest updates. When entering an event on my iPhone, it sometimes appears on my iPad, but sometimes it doesn’t. Not all events I enter on my iPhone sync to my iPad for some reason. What’s weird is the events I enter on my IPad sync to my phone every time. The iCloud settings are exactly the same on both devices.

Any help would be appreciated.
 
I use Outlook to sync all my Calendars, not iCloud. But when that happens to me, the only true solution is to delete the calendar on the iPad and re-add it. But, as I said, I don't if/how you can do that with iCloud. You don't want to delete your calendar everywhere.
 
You can have several calendars in the calendar app. Make sure that your calendars and entries in those calendars are the same on both devices. And that the default calendar is the same on both devices (and other devices if you have those). - What you describe could be caused by not being aware of this.

And make sure that the calendars are visible/toggled on on the iPad.
 
In addition to all the above suggestions, signing out and back into iCloud (same account) on both devices might help. Also, disabling and re-enabling the device iCloud Calendars setting (without data merge) has worked for me.
