Other Call blocking and message notifications

I have been trying to do two things that may not work together. I am trying to have all calls blocked but those in my contacts. I was able to do this using Do Not Disturb. The only trouble is that it blocks notifications that I have received a message. I know one can go into contacts and individually allow messages to go through with the emergency function, but I want all messages to come through, even those not in my contacts.

I have been looking for an app that would do this, but without success so far. Is there anything you all know to help me?
