Since updating to 13.2.2 my Call Blocking apps of Hiya and Nomorobo stopped working. I deleted and reinstalled (as this has been an ongoing issue for a long time) but when I went to Settings>Phone the Call Blocking & Identification option is missing. There is no way to activate the apps without this. I tried doing a hard reset of the phone but it did not help. Any other suggestions?
 
I’ve experienced that issue. This one is new, and I see the same thing on my wife’s phone. Here’s a screen shot showing there is no Call Blocking option.

EDIT: I changed the screen shot to show more of the settings and hide my number.

That is the extent of the settings options? On my phone, Call blocking settings would be just below the silence section.
 
You’re missing more than call blocking although it might be carrier specific. In addition to Call Blocking, below the Silence option is Change VoiceMail Password and Dial Assist unless they’re just not in your screenshot. If all those are indeed missing you may have to do some kind of restore for the device. Probably best to contact Apple support or check at an Apple Store.
