Call Of Duty 4 Console issue...

I am trying to record hackers and cheaters in-game and when I push the tilde key no console bar appears. Actually nothing happens. When I look in the "controls" section where you edit keys, I don't see any area to sort this problem out. I know RCon 10.x and 11.x do not support Mac either. Any suggestions?

It should be in the keyboard options panel.

It's in game options, enable console.
