Why would you ask this question?

All the new features in iOS 12 have been widely reported, including in the sticky wiki post in this forum.
If it’s going to be secretly added and hasn’t shown up here, nobody here would know the answer to your question.
It’s pretty late in the game for major new unannounced features to suddenly show up.

It would be nice if they added something like this to get rid of how intrusive calls are. I hate getting a call when I’m typing an email or message on my phone and then I’m stuck having to answer or deny the call.

During a call you can just navigate by tapping the home button (or swipe up on an iPhone X), so it makes me wonder if you can do that when you haven't answered the incoming call.

No, you can not as I know in iOS 10 and do not think it has changed. You can only silence ringing and wait. Do not know whether do not disturm mode can be utilized somehow.

I don't care about the design, but this is my number 1 requested feature whenever I give feedback to Apple.

I can be arsed to JB but really hate the way calls interrupt my workflow.
 
Having to wait for the caller to give up (when I don't want to or can't answer) is one of my biggest pet peeves about iOS ... I hope they come up with something less intrusive than the current full-screen, inescapable screen. It's not exactly rocket science.
