I have an iPhone running 10.3.1, I would like to disable the camera access from the locked screen; however, I would still like to have camera icon in the dock once I (the owner of the device) unlock it. When I toggle off Camera in Restrictions, it removes the camera icon from the dock. Am I to believe that I can't prevent someone other than me from accessing my camera from my locked screen and rifling through all my photos while still maintaining camera access through the dock once unlocked by me, the rightful owner? I know I can turn off Touch ID, I know I can turn off the phone, I know I could chain my iPhone to my hand, but...

One cannot access the photo library, even via the lock screen camera app, without first unlocking the phone (either via passcode or TouchID).

Thanks. I was mistaken. I thought I was accessing the photos through the locked screen, but I guess I was actually unlocking it in the process.
