So Calif
So I have two nearly identical iPod Touches:
MB528LL/A
MC540LL/A

The one with camera updates to iOS 6.1.6
But the cameraless updates to iOS 4.2.1

Is this normal that they don't have the same iOS ?

They are different models altogether, even that they look very similar. The one without the camera is the iPod touch 2nd generation from 2008, and the one with the camera is the iPod touch 4th gen from 2010. The 2nd gen has a Samsung CPU (same as iPhone 3G) so it only got up to iOS 4, 4th gen has an A4 processor so it got up to iOS 6. You may also be able to notice that the 4th gen has Retina display, the 2nd gen does not.

Very helpful - I had no idea they were that far apart - from the exteriors looking the same, I thought they were both 4th gen.

4th gen IpT has a 4" 3.5" Retina screen. Although the corners are rounded, its back is nearly completely flat.
