I have read that Apple has fixed the black screen camera issue when trying to use the camera app in ios 13.4, I am encountering randomly issues when I come to use the camera app inside Whatsapp, the camera screen turns on for a second than it turns black, does anyone else have this issue and know whether IOS 13.4 has fixed the problem

Mine hasn’t been working either. Just a blank screen on the rear camera. Front camera is working fine. I’ve done all the advice I could find on the internet to no avail. It seems it’s the latest iOS update.
I have now completed a full restore from iTunes and the camera still isn't working. This appears to be a iOS 13.4 issue.
Used to happen to me too whenever I was using third-party camera apps and this was when ios 13 was released in September. It took them months to fix but now I don't have that issue.
Maybe you should try to factory reset and then backup?
I did a full restore recently and it didn’t fix it for me. Thinking about doing a DFU restore but I’m concerned about doing that after the horror stories I’ve read.
Do you use any other apps for the camera? Like taking a pic from iMessage, any other 3rd party camera app etc... ?
If yes, try not to use the camera at all for a day or so and open each app carefully and wait. Sometimes the issue can be coming from those apps.
Another thing I can think of is having your phone's capacity filled. Try to clear some photos if your storage is full.
I appreciate the help. My iPad has 12 gb remaining. I don’t have any other camera apps but the camera doesn’t work in the main camera app, the notes app, or iMessage. I’ve done a full restore and still have the issue. The moment I upgraded to iOS 13.4 it happened.
I have this issue too and rarely use a 3rd party app. Maybe occasionally Snapchat. Like once every 6 weeks?
I also have issues with some applications locking up / freezing. Most are ones that access the web, like Scrabble or news applications. It was happening often playing Pokemon Go. I had read doing a network reset would fix those issues. It didn't. I wasn't sure if the application issues and the camera were related or not.
I've owned every annual release of the iPhone starting with the 3G. I don't know if it's iOS 13 or the iPhone 11 Pro, but I've never hated a phone in the past 10 years as much as I hate this phone.
