camera format option missing?

So when i go to Settings>Camera>Formats> i am missing the Transfer to Mac or PC option shown in the attached image entirely. Anyone else having this issue? Since there isn't a HEIF format photo viewer for windows the photos uploaded to icloud on my pc in the HEIF format are unusable. Anyone else come across this missing option and know of a way to fix it?

I am using an iPhone 7 Plus.

They're supposed to save roughly 50% of space when compared to their previous formats.

It's in the Photos tab, not Camera. It's right at the bottom.
