I am a photographer that edits in Lightroom, exports raw files to JPG and then AirDrops them back to my iPhone for social media, etc. I've noticed in iOS 13 that instead of them showing up as the most recent images loaded onto my camera roll, they are put back in the order that they were taken. Am I missing something?
 
You are not.
Ever since iOS 9, camera roll always sort images based on EXIF date, a.k.a the date photo is taken. That means if a random image has an exif date that is way back to 2000, that image will probably be at the first spot.

Very annoying for people who search and download random photos to photo library. But there is no option to change how image is sorted.

Even if a photo was taken in 2000 it would still show as the latest image on my camera roll. Something changed with iOS 13.

I recommend you download an app called “investigator” that shows metadata of any photo or video saved in system photo library. Or you can check exif on your Mac photos app.

But that’s weird. I have photos that is taken back in 2014, and they are not shown as latest images in camera roll.
 
@Shirasaki, @creativedogmedia is right. If you do not use iCloud Photo Library, up until iOS 12, you still have a Camera Roll Album which is sorted by the last picture of when it was taken/added (regardless of the EXIF data). iOS 13 is reintroducing behavior that existed briefly with iOS 8 when the Camera Roll Album is deleted. Remember the Camera Roll and "All Photos" tab are different. The All Photos tab sorts by the date of the EXIF data
