iPhone Camera's "Preserve Settings" Broken

I cannot remember at what version of iOS these settings stopped working, but ONLY the Live Photo settings works 100% of the time. I want the Camera Mode OFF, so it always defaults to PHOTO. I have tried toggling ON/OFF and flashing the memory as well as restarting my iPhone, no luck either way.

Thanks for confirming. I am using the standard 12.1.2 build. Glad to see that “feature” lasted long, lol.
