I know 6.1.2 is the last version that can be JB'd. Can I upgrade to that on a 4S and jailbreak it? I think I had SHSH blobs saved for it, but I guess SHSH blobs are worthless now?

What version are you currently on? If you are on 6.1.3 there is no way to downgrade your 4s.
 
It's not on 6.1.3. It's the wife's phone... not sure what version now. Maybe 5.something.

Current version is irrelevant.

An iPhone 4S cannot be restored to a newer firmware version, a previous firmware version or it's current firmware version of iOS6 if it is not the firmware currently being signed by Apple.

You may or may not know this, but I'm jut throwing it out there to be safe, but depending on the version of iOS5 installed, you might be able to jailbreak it already. Is there a particular reason you want iOS6?

I was asking because the OP never specified what OS they were on. If they were on an earlier version of iOS 6, they could jailbreak.
 
It's running 5.1.1. My wife has been having issues with the messaging app... For some reason she lost all contacts (luckily they are saved to the cloud) and it some how the photos for contacts got switched around.

I was going to update her to 6.1.2 and jailbreak again... but that looks like a no-go.

yes, there will most likely not be another jailbreak until iOS 7
