Maybe a dumb question... but where I live the mobile provider runs a special promotion where if you text a certain number you can register for 30 minutes unlimited or 24 hours of data.

So can the iPad 3G send a text message that will be able to be read as a normal text?

No, but if you hack it to run on T-Mobile, yes:

Which provider is this?

The carrier is Tigo Laos. It makes using data so much cheaper would be a real pain to have to put the sim in my iPhone and then have to pull it out and put it back in to the iPad.
